Universidad Pontificia COMILLAS is a Catholic university located in Madrid (Spain) that has been administered for over a century by the Society of Jesus. ICAI is COMILLAS Engineering School, focused on industrial and telecommunication engineering. In this project, ICAI will be represented by its Institute for Research in Technology, that will provide their expertise in cybersecurity and data analytics. On the other hand, CIHS, COMILLAS Humanities and Social Sciences School, will provide their expertise in psychology, criminology, and anthropology.

The use of Internet and connected devices among young people is increasing and, as a result, also their exposure to cyber-attacks and cybercrime. Our main goal is to investigate these risks, their implications and how to mitigate them, contributing to promote a safer use of the Internet by young people. Within RAYUELA, we will provide our experience in IoT (Internet of Things) and Cybersecurity, leading the work in threat modeling, wearables, connected devices and their key vulnerabilities, and the links between technology and cybercrime as a service.

UPM's team working in RAYUELA forms part of the Research Group on Telecommunication Network and Services and Internet (RSTI). Our group has a long experience in European and national R&D projects, as well as in collaborations with public organizations and private entities. Currently, our main research activities are focused on the areas of Cybersecurity and Internet of Things (IoT).

To apply game design and UX techniques to develop a serious game to give users a memorable experience through which we have better understanding of the factors affecting online behaviour related to new ways of cyber criminality.

We are senior researchers working in Tecnalia in the areas of the user experience, human factors and gamification, including game design techniques. We design, develop and validate the experience from the user perspective from the beginning of a design and development process in order to provide users with the best experience when interact with applications.

Timelex is participating in RAYUELA to deal with the legal questions and challenges of the project, especially in terms of data protection. Since the project involves processing significant amounts of (sensitive) data about minors, this aspect needs to be duly addressed.

That is the main reason, we wanted to be part of RAYUELA project – to prevent cybercrimes and to educate our specialists and young people. To make internet safe again.

Bratislava Policy Institute (BPI) is an independent, not-for-profit think tank dedicated to fostering liberal democracy, human rights and CE region, and European integration through analysis and debate, supporting and challenging at relevant stakeholders in national and international level to make informed decisions based on evidence and analysis. BPI all their activities are dedicated also to fostering all kinds of partnerships among various actors at local, regional and European level, and at civic, public and business level in policy-making and is supporting discussion about the future of Europe and our European identity.

The Centre for Ethics, University of Tartu

CEUT has also helped to develop ethical guidelines for the involvement of children and young people in research in the past, for example in the project „Children as Change Agents for Science in Society” (SiSCatalyst). We wanted to offer help and expertise on how to involve children in research and how to use different research methods ethically to ensure and improve the overall quality of the project, and to develop guidelines which stress the ethical aspects of situations researching children.

The Centre for Ethics, University of Tartu is a consortium of the University of Tartu, founded in 2001 to conduct interdisciplinary research in subjects related to ethics, to promote the teaching of ethics at the university, to raise awareness of ethics among the public, to inform the public about ethics issues, and to encourage members of the public to engage in discussions about values and norms. The faculties that participate in our work are as follows: faculty of arts and humanities, faculty of social sciences, faculty of medicine and faculty of science and technology.

Polícia Judiciária

PJ, as key stakeholder, will contribute to build the knowledge base on cybercrime drivers in WP1 and WP2, also providing input for the guidelines and recommendations to design RAYUELA’s serious game in WP3, and contributing to the interpretation of all data analysed in WP6. Moreover, they will be key for the definition of new guidelines and communication strategy to other LEAs in WP7. PJ will also ensure end-user participation and vision. As an end user, PJ will work on requirements definition, execution cooperation and validation on results. PJ will ensure end-user participation and vision.

Polícia Judiciária (PJ) is the Portuguese higher criminal police body, hierarchically organized under the aegis of the Ministry of Justice. PJ is the national criminal investigation police agency of Portugal, focused in fighting serious crimes, including homicides, kidnapping, organized crime, terrorism, illegal drug trade, corruption, cybercrime and financial crime. PJ’s mission consists on assisting the judicial and prosecuting authorities with investigations, by developing and promoting preventive, detection and investigative actions. PJ will ensure end-user participation and vision and will work on requirements definition, execution cooperation and validation on results.

Valencia Local Police

On the one hand, cybercrime trend is clearly on the rise. On the other, youngsters are a specially vulnerable group that can become either cybercrime victims or offenders. PLV participates in RAYUELA project because it will enrich its cybercrime expertise, as well as enrich the current prevention and awareness campaigns in its “Help to Prevent” program in Valencia´s primary and secondary schools. Simultaneously, RAYUELA project will benefit from our good relationship with educative centers thanks to our proximity to citizens and youngsters being a local LEA.

With more than 1,500,000 inhabitants, Valencia is the 3rd largest city in Spain. More than 1,600 police officers form the Valencia Local Police (PLV). PLV’s duties are wide, ranging from surveillance and road traffic control to maintaining citizen security and safety, administrative police, community police, domestic violence, mediation police, fight against crime, management of emergencies, environmental police, etc. Overall, it is one of the most active local police forces in Spain, due to its continuous innovation in new technologies. The Centre of Security and Emergencies (CISE) is the best example of innovation in police management thanks to the use of ICTs tools. Moreover, it is a great test bed for pilot experiences and tests. PLV has managed (as a leader or a partner) 30 successful European projects from different programmes (H2020, 7th FP of R+D in Security, Lifelong Learning Programme, Prevention and Fight against Crime, Daphne III, Civil Protection Financial Instrument, Criminal Justice, etc.). PLV has a 30 year-old Community Policing model, which provides a satisfactory relationship with the citizens, thanks to more than 200 CPO within the municipality. This professional profile makes them receive very relevant multidisciplinary information.

UGent chose to participate in the RAYUELA project given its explicit interest in topics related to organised crime, informal economies, human trafficking, and related topics such as legal issues related to and prevention of these crimes. UGent contributes to the RAYUELA project through the expertise that has been developed in its department of criminology, criminal law, and social law in relation to these topics, as well as its more general expertise in (novel) social scientific research methods.

As a pedagogical research group UCLL’s Art of Teaching will be heavily involved in RAYUELA’s pilot studies. The group will also participate in the setup as in the follow-up, conclusions and dissemination of the project, thanks to its pedagogical expertise and to its extensive research and educational network.

University Colleges Leuven-Limburg UCLL participates in Rayuela with the Teacher Education Department and its educational research unit Expertise Centre Art of Teaching – Vakdidactiek. The Centre aims at developing subject pedagogical expertise in various education areas. Within the philosophy of the Centre, the teachers take up a central position in the educational process as an inspiring and unifying force.

Year to year, more minors are experiencing cyberbullying and other forms of cybercrime. It is important that we as a police but also as a country, have the knowledge, tools and experts to deal with that kind of cases. It is also important that young people themselves have sufficient knowledge to use the internet safely. That is the main reason, we wanted to be part of RAYUELA project – to prevent cybercrimes and to educate our specialists and our young people.

Estonian Police and Border Guard Board is a police authority, with more than 5000 people working in the name of internal safety. EPBG is developing cooperation with other national authorities, local government units, public organizations, citizens and their communities, other countries and international law enforcement bodies.
